Budget Analyst II

Essential job functions include, but are not limited to:

  • Supports the preparation and development of the organization's annual financial budget
  • Provides support in the review and maintenance of policies and guidelines
  • Assists with the development and implementation of tools and reporting used for planning, forecasting, monitoring, and decision support
  • Prepare and organize budget templates and data in a clear and intuitive manner
  • Assists with monitoring the budget process throughout the year, including analysis of operating and capital budgets
  • Review proposed budget submissions from department budget owners for accuracy and completeness
  • Assists with the consolidation of individual departmental budgets into operating and capital budget summaries for executive management and Board committee review
  • Monitors and analyzes actual performance to budgeted results at the end of each monthly reporting period and prepares reports on variances and trends
  • Accounts for capital asset activities, including unitizing assets in accordance with FERC and retiring assets
  • Assists with routine month-end accounting for all capital asset related journal entries
  • Provides support for capital asset accounting reporting, variance analysis, and project estimates
  • Perform other duties and responsibilities as assigned.


Skills, Knowledge, Qualities:
  • Excellent analytical skills and attention to detail
  • Excellent verbal and written communication skills
  • Ability to work independently and prioritize time-sensitive assignments to meet critical deadlines
  • Proficient in Microsoft Office, with experience in Excel, specifically the use of pivot tables and nested formulas
  • Proficient in Power BI or similar tools for data analysis
  • Skills in Microsoft Management/Financial Reporter preferred


Education, Training, Experience:
  • Bachelor's degree in Finance, Accounting, or a related field, MBA preferred
  • Minimum 5 years of professional experience in budgeting, financial analysis, or accounting.
  • Experience with Microsoft Dynamics 365 or similar ERP platform


Certificates, Registrations, Licenses:
  • Valid Oklahoma driver's license, or the ability to convert within 30 days for those with an out of state driver's license that are an Oklahoma resident.


Physical/Mental Requirements & Working Conditions:
  • This position operates in a professional office environment.
  • Business-related travel may be required for training purposes and miscellaneous meetings

  • Position is located at the Administrative Center in Chouteau, Oklahoma
